Background & Proposed Development
Heritage Impact Assessment for a former public house in an historic market town, supporting a planning application for the conversion of the property to residential apartments.
The building is Grade II listed and situated within a conservation area, surrounded by listed buildings within the historic core of the market town, with the potential for archaeological remains.


Mitigation Measures
The NPPF advises that where a proposal involves less than substantial harm to the significance of a designated heritage asset, this harm should be weighed against the public benefits of the proposal. It was considered that the proposed conversion and extension of the building will have public benefits for the centre of the historic market town, increasing the housing provision and delivering an economic boost to the town.
It was recommended that an appropriate form of mitigation would be to allow for a limited and targeted archaeological investigation as a condition of consent.
Heritage Statement and Archaeology Assessment
The listed buildings and the conservation area were assessed as ranging from medium to very high significance and there was medium potential for Medieval and Post Medieval archaeology to survive on the site.
It was considered that the proposed works would incur less than substantial harm to the significance of the heritage assets, including non-designated buried archaeology.
